For Accountable Care Organizations (ACOs) that are responsibly implementing optional, Centers for Medicare & Medicaid Services (CMS) approved cannabinoid-based wellness approaches, Charlotte’s Web supports compliance‑focused exploration of federally legal hemp‑derived wellness products, subject to all applicable CMS safeguards and approvals.
Charlotte’s Web aids ACOs and healthcare providers participating in the CMS Innovation Center (CMMI) model test programs, specifically the LEAD, REACH, and Enhancing Oncology (EOM) models.
Charlotte’s Web provides CBD Clinic, a carefully curated set of hemp-derived CBD wellness products designed to help support the quality of life for seniors experiencing temporary discomfort due to everyday aches, feelings of anxiety, and sleep disruption.
Our program is built to support alignment with (CMS) requirements applicable to CMS Innovation Center (CMMI) model participants, recognizing that all participation decisions and approvals rest solely with CMS and the participating organization. We help enable ACOs to confidently offer the Substance Access Beneficiary Engagement Incentive (BEI) by providing products that are carefully manufactured and distributed in strict accordance with federal regulatory standards.
All products are federally legal hemp‑derived products containing no more than 0.3% delta‑9 THC and meeting CMS eligibility criteria, including exclusions for inhalable products, synthetic cannabinoids, and products exceeding CMS‑specified THC thresholds.
Participants may begin offering the Substance Access BEI in the ACO REACH and EOM Models beginning April 1, 2026. The Substance Access BEI becomes available to eligible LEAD Model participants beginning January 1, 2027, subject to CMS approval.
Under the Substance Access BEI, participating organizations that have elected the BEI and received CMS approval may consult with eligible beneficiaries about the possible use of eligible hemp-derived products, as determined appropriate by a physician and documented through required shared decision-making, including medication review and follow-up planning.
Eligible hemp‑derived products must be furnished directly by a qualified physician affiliated with the participating ACO, consistent with CMS model participation requirements.
Participants that elect to implement the Substance Access BEI may furnish eligible hemp-derived products up to $500 per eligible beneficiary, per year, subject to all applicable CMS model requirements and safeguards. Medicare does not pay for these products, and beneficiaries should not submit Medicare claims for them. To learn more about the Substance Access BEI, visit the CMS BEI website.
As new beneficiary engagement options emerge, patients may have questions about product quality and safety. As an established and trusted CBD brand, Charlotte’s Web supports ACOs with educational resources, quality documentation, and operational support to help ACOs confidently explore cannabinoid-based wellness approaches within CMS Innovation Center models, without influencing physician judgment, beneficiary determination, or CMS approval decisions.
Our mission is simple: Support ACOs in responsibly exploring access to science-informed, hemp-derived wellness products focused on general wellness and quality-of-life considerations.
